Attention is invited to Board’s letter No. E(P&A)II-2008/HRA-10 dated 12-09-2008 relating to grant of House Rent Allowance (HRA) to Railway employees on the recommendations of the Sixth Central Pay Commission whereby a list of cities/towns classified as ‘X’, ‘Y’ and ‘Z’ for the purpose of grant of HRA was enclosed as Annexure. The matter relating to re-classification of cities/towns on the basis of Census-2011 for the purpose of grant of HRA to Central Government employees has been considered by the Government.
2. The President is pleased to decide that in supersession of all the existing orders relating to classification of cities/towns for the purposes of grant of HRA to Railway employees, cities/towns shall now be re-classified as ‘X’, ‘Y’ and ‘Z’ for the purpose of HRA as enumerated in the Annexure to these orders
3. Consequent upon implementation of the recommendations of the 5th Central Pay Commission, certain cities/towns were placed in a lower classification as compared to their existing classification for CCA/HRA purpose, vide Board’s letter No.PC-V/97/I/7/13 dated 16.10.1997. However, these cities/towns were allowed to retain their existing higher classification, vide para 3 thereof; and further extended vide Board’s letter No.E(P&A)II-2004/HRA-16 dated 17.05.2005 & Board’s letter No. E(P&A)II-2008/HRA-10 dated 20.03.2009. As other cities/towns to which protection of retaining earlier higher classification was allowed, got upgraded during the intervening period, as on date only two cities i.e. Ajmer in Rajasthan and Durgapur in West Bengal were retaining such protection. Consequent upon upgradation of these two cities also on the basis of their population as per Census-2011, provisions contained in Para 3, of vide Board’s letter No. PC-V/97/I/7/13 dated 16.10.1997 which were allowed to further continue vide Board’s letter No. E(P&A)II-2004/HRA-16 dated 17.05.2005 & Board’s letter No. E(P&A)II-2008/HRA-10 dated 20.03.2009 stand withdrawn/ discontinued
4. Special orders allowing continuance of HRA (a) at Delhi (“X” class city) rates to Railway employees posted at Faridabad, Ghaziabad, NOIDA, Gurgaon and (b) at Jalandhar (“Y” class city) rates to Jalandhar Cantt. and (c) at “Y” class city rates to Shillong, Goa, Port Blair vide Board’s letter No.E(P&A)Il-2008/HRA-10 dated 12.09.2008 and (d) continuance of HRA at par with Chandigarh (“Y” class city) to Panchkula vide Board’s letter No.E(P&A)II-2008/HRA-10 dated 16.05.2011, shall continue to be applicable till the recommendations of 7th CPC are considered by the Government
5. These orders shall be effective from 01.04.2015

From time to time rumours regarding Retirement Age of Central Government Employees erupts in Social Media . We would like to bring to notice to our readers that no such announcement  has been made from any authentic source of government or 7th CPC. Retirement age for Central Government employees is 60 years now. It was raised to 60 from 58 in 1998  by then NDA Government . Last year, there were rumours that the centre was planning to raise the retirement age from 60 to 62. This time, retirement age makes headlines one again that the superannuation age may be decreased to 58. From this year, the ceiling is going to be increased to as high as Rs 10,000 per month. In a letter from Secretary, Ministry of Labour and Employment, Mr S. Agarwal conveyed this good news to Sri Vijesh Upadhyay, Genl. Secy., Bharatiya Mazdoor Sangha.

  1. As per provisions contained in Rule 10 of CCS(CC&A) Rules, 1965 suspension of a Government servant is valid only for 90 days unless it is extended after review before expiry of 90 days. It has been observed by the MoD D(Vigilance) that the suspension order has been struck down on the ground that the same had not been reviewed by the reviewing authority before expiry of 90 days.
  2. Therefore the Ministry has directed that the provisions of Rule 10(6) and 10(7) of CCS (CC&A) Rules, 1965 which provide for review, modify and extension of the suspension should strictly be observed in all such cases to avoid quashing of orders on technical grounds rather than on merits (copy attached)
  3. In this context attention is also invited to DOPT OM No. 11012/4/2003-Estt. (A) dated 07.01.2014 containing review instruction and HQrs letter no. AN/XIII/13007/2A/Vol-IX dated 09.07.2014 regarding constitution of review committee.
  4. It is requested that all such cases of suspension/review of suspension of Govt. servant may be reviewed on monthly basis in the light of above provisions/guidelines.

Attention is invited to Rule 10 of CCS(CCA) Rules, 1965 relating to Suspension of Govt. Servant by the competent authority on account of disciplinary proceedings pending or contemplated against him, or his engagement in activities prejudicial to the interest of the security of the State, or case pending against him in any criminal offence, or his detention or conviction in a criminal case. The suspension is valid only for 90 days unless it is extended after review for a further period before the expiry of 90 days. Of late the suspension order has been struck down on the ground that the same had not been reviewed by the competent reviewing authority before the expiry of 90 days while it remained in force.
  1. It is hereby urged that the provisions of Rule 10(6) and Rule 10(7) of CCS(CCA) Rules, 1965 which provide for review, modify and extension of the suspension of the accused should be strictly observed in all such cases to avoid quashing of orders on technical grounds rather than on merits. Such cases may be reviewed on monthly basis by administrative sections of various civilians cadres of Ministry of Defence.

Steps to be followed for Getting Digital Life Certificate for Pensioners…

After retirement, one of the major requisite for the pensioners is to provide Life Certificates to the authorized pension disbursing agencies like the bank, following which their pension is credited to their account. In order to get this life certificates, the individual drawing the pension is required to either personally present himself/ herself before the Pension Disbursing Agency or have the Life Certificate issued by authority where they have served earlier and have it delivered to the disbursing agency.
This very requirement of personally being present in front of disbursing agency or getting a life certificate often becomes a major hurdle in the process of seamless transfer of pension amount to the pensioner. It has been noted that it causes a lot of hardship and unnecessary inconvenience particularly for the aged and infirm pensioners who cannot always be in a position to present them in front of the particular authority to secure their life certificate.
Digital life Certificate for Pensioners scheme of the Government of India known as Jeevan Pramaan seeks to address this very problem by digitizing the whole process of securing the life certificate. It aims to streamline the process of getting this certificate and making it hassle free and much easier for the pensioners. With this initiative the pensioners requirement to physically present himself/herself in front of disbursing agency or the certification authority will become a thing of the past benefiting the pensioners in a huge way and cutting down on unnecessary logistical hurdles.
Process of getting Digital Life Certificate:
  1. Pensioner needs to have an Aadhaar number for getting Digital Life Certificate issued.
  2. Pensioner need to enroll and bio-metrically authenticate himself/herself using one of the following methods:-
  • Download application prepared for generating digital life certificate from jeevanpramaan.gov.in on any Android Tablet/Smartphone or Windows PC. Procure a low cost fingerprint scanner / iris scanner / from the market and plug it on USB port of the Tablet / Smartphone / PC. Using the above application, Pensioner will be able to enroll and bio-metrically authenticate in real time from the comfort of their homes by giving his / her Aadhaar number and other details related to their pension bank account.
  • Pensioner can visit a nearby CSC Centre, Bank Branch or any Government Office whose details are provided under “locate centre” on jeevanpramaan.gov.in and bio-metrically authenticate in real time by giving his / her Aadhaar number and other details related to their pension bank account.
  • If the Pensioner is already enrolled on the system, next time, he gives his Aadhar number, he would only be required to authenticate his bio-metric for updating date of his digital certificate.
  1. After successful submission of digital life certificate, pensioner will be sent a SMS on his /her mobile giving the transaction ID. Pensioner will be able to download computer generated life certificate from jeevanpramaan.gov.in using this transaction ID for their records.
  2. Bank branch can be informed about submission of your digital life certificate in one of the following ways:-
  3. Bank can log in on jeevanpramaan.gov.in and can search manually for Pensioner’s life certificate either by giving Aadhaar number, Bank Account number or Transaction ID.
  4. Core Banking Systems of Banks will be able to automatically download life certificate details from the digital life registration repository, and update life status in Pensioner’s bank account.
  5. Pensioner’s digital Life certificate can be sent to respective branch of the Bank by  sending an email or forwarding the link through SMS to download life certificate from the website. reminders through SMS will be sent to the pensioners enrolled on jeevanpramaan.gov.in for timely submission of their digital life certificates.

Recently, the Central Government Employee’s Welfare Ministry released an announcement which has created panic and commotion among the central government employees.
In the announcement it has been said that senior officials have to analyse the service record and decide whether employees who have completed thirty years of service or reached their 50th year should continue their service or be advised to leave service after three months notice.
Does it take a management to learn that an official or an employee is unfit to continue in service when he has reached his 50th year? Does it take thirty years of continuous service to assess the efficiency of an employee?
Can’t the ability of an employee be learnt during his probation period? Leaving an employee at such times and trying to force him out of service when he is old appears rather inhumane.
When problems like educations expenses of children, marriage and housing loan afflict employees, the announcement of compulsory retirement will certainly be a great shock.
Hence, Central Government should provide an explanation about the announcement and help clear the doubts of the central Government Employees. Changes have to be made at the beginning itself. If the Central Government brings changes at a very late period then the purpose for which it released this very announcement would become futile and ineffective. On the contrary, it will only lead to a loss of trust that employees have on the Central Government.

What is metformin?

Metformin is an oral diabetes medicine that helps control blood sugar levels.
Metformin is for people with type 2 diabetes. Metformin is sometimes used in combination with insulin or other medications, but it is not for treating type 1 diabetes.
Metformin may also be used for purposes not listed in this medication guide.

Important information

You should not use this medication if you are allergic to metformin, or if you are in a state of diabetic ketoacidosis (call your doctor for treatment with insulin).
If you need to have any type of x-ray or CT scan using a dye that is injected into your veins, you will need to temporarily stop taking metformin.
Before taking metformin, tell your doctor if you have liver disease or a history of heart disease.
Some people develop lactic acidosis while taking metformin. Early symptoms may get worse over time and this condition can be fatal. Get emergency medical help if you have even mild symptoms such as: muscle pain or weakness, numb or cold feeling in your arms and legs, trouble breathing, stomach pain, nausea with vomiting, slow or uneven heart rate, dizziness, or feeling very weak or tired.

Before taking this medicine

Some people develop a life-threatening condition called lactic acidosis while taking metformin. You may be more likely to develop lactic acidosis if you have liver or kidney disease, congestive heart failure, a severe infection, if you are dehydrated, or if you drink large amounts of alcohol. Talk with your doctor about your individual risk.
You should not use this medication if you are allergic to metformin, or if you are in a state of diabetic ketoacidosis (call your doctor for treatment with insulin).
If you need to have any type of x-ray or CT scan using a dye that is injected into your veins, you will need to temporarily stop taking metformin.
To make sure you can safely take metformin, tell your doctor if you have any of these other conditions:
  • liver disease; or
  • a history of heart disease.
FDA pregnancy category B. Metformin is not expected to be harmful to an unborn baby. Tell your doctor if you are pregnant or plan to become pregnant during treatment. It is not known whether metformin passes into breast milk or if it could harm a nursing baby. Do not take metformin without first talking to your doctor if you are breast-feeding a baby. Metformin should not be given to a child younger than 10 years old. Extended-release metformin (Glucophage XR) should not be given to a child younger than 17 years old.

How should I take metformin?

Take metformin exactly as prescribed by your doctor. Do not take in larger or smaller amounts or for longer than recommended. Follow the directions on your prescription label. Your doctor may occasionally change your dose to make sure you get the best results.
Take metformin with a meal, unless your doctor tells you otherwise. Some forms of metformin are taken only once daily with the evening meal. Follow your doctor's instructions.
Metformin is only part of a complete program of treatment that also includes diet, exercise, and weight control. It is important to use this medicine regularly to get the most benefit. Get your prescription refilled before you run out of medicine completely.
Do not crush, chew, or break an extended-release metformin tablet (Glucophage XR). Swallow the pill whole. Breaking the pill may cause too much of the drug to be released at one time.
Your blood sugar will need to be checked often, and you may need other blood tests at your doctor's office. Visit your doctor regularly.
Check your blood sugar carefully during a time of stress or illness, if you travel, exercise more than usual, drink alcohol, or skip meals. These things can affect your glucose levels and your dose needs may also change.
Your doctor may want you to stop taking metformin for a short time if you become ill, have a fever or infection, or if you have surgery or a medical emergency.
Ask your doctor how to adjust your metformin dose if needed. Do not change your medication dose or schedule without your doctor's advice.
Your doctor may have you take extra vitamin B12 while you are taking metformin. Take only the amount of vitamin B12 that your doctor has prescribed.
Store metformin at room temperature away from moisture, heat, and light.

What happens if I miss a dose?

Take the missed dose as soon as you remember (be sure to take the medicine with food). Skip the missed dose if it is almost time for your next scheduled dose. Do not take extra medicine to make up the missed dose.

What happens if I overdose?

Seek emergency medical attention or call the Poison Help line at 1-800-222-1222. An overdose of metformin may cause lactic acidosis. Get emergency medical help if you have any of these symptoms of lactic acidosis: weakness, increasing sleepiness, slow heart rate, cold feeling, muscle pain, shortness of breath, stomach pain, feeling light-headed, and fainting.

What should I avoid?

Avoid drinking alcohol. It lowers blood sugar and may increase your risk of lactic acidosis while taking metfor

Metformin side effects

Get emergency medical help if you have any of these signs of an allergic reaction to metformin: hives; difficult breathing; swelling of your face, lips, tongue, or throat. This medication may cause lactic acidosis (a build-up of lactic acid in the body, which can be fatal). Lactic acidosis can start slowly and get worse over time. Get emergency medical help if you have even mild symptoms of lactic acidosis, such as:
  • muscle pain or weakness;
  • numb or cold feeling in your arms and legs;
  • trouble breathing;
  • feeling dizzy, light-headed, tired, or very weak;
  • stomach pain, nausea with vomiting; or
  • slow or uneven heart rate.
Call your doctor at once if you have any other serious side effect such as:
  • feeling short of breath, even with mild exertion;
  • swelling or rapid weight gain; or
  • fever, chills, body aches, flu symptoms.
Less serious metformin side effects may include:
  • headache or muscle pain;
  • weakness; or
  • mild nausea, vomiting, diarrhea, gas, stomach pain.
This is not a complete list of side effects and others may occur. Call your doctor for medical advice about side effects. You may report side effects to FDA at 1-800-FDA-1088.

Metformin dosing information

Usual Adult Metformin Dose for Diabetes Mellitus Type II:
500 mg orally twice a day (with the morning and evening meal)

Extended Release:
500 to 2000 mg orally once a day (with the evening meal). Maximum daily dose is 2500 mg.

What other drugs will affect metformin?

Tell your doctor about all other medicines you use, especially:
  • furosemide (Lasix);
  • nifedipine (Adalat, Procardia);
  • cimetidine (Tagamet) or ranitidine (Zantac);
  • amiloride (Midamor) or triamterene (Dyrenium);
  • digoxin (Lanoxin);
  • morphine (MS Contin, Kadian, Oramorph);
  • procainamide (Procan, Pronestyl, Procanbid);
  • quinidine (Quin-G) or quinine (Qualaquin);
  • trimethoprim (Proloprim, Primsol, Bactrim, Cotrim, Septra); or
  • vancomycin (Vancocin, Lyphocin).
You may be more likely to have hyperglycemia (high blood sugar) if you take metformin with other drugs that can raise blood sugar, such as:
  • isoniazid;
  • diuretics (water pills);
  • steroids (prednisone and others);
  • heart or blood pressure medication (Cartia, Cardizem, Covera, Isoptin, Verelan, and others);
  • niacin (Advicor, Niaspan, Niacor, Simcor, Slo-Niacin, and others);
  • phenothiazines (Compazine and others);
  • thyroid medicine (Synthroid and others);
  • birth control pills and other hormones;
  • seizure medicines (Dilantin and others); and
  • diet pills or medicines to treat asthma, colds or allergies.
These lists are not complete and other drugs may interact with metformin. Tell your doctor about all medications you use. This includes prescription, over-the-counter, vitamin, and herbal products. Do not start a new medication without telling your doctor.
