Pay commission update news


नई दिल्ली, 7 वें वेतन आयोग का बिल हुआ पास: केन्द्रीय कर्मचारियों को अच्छी खबर केन्द्रीय कर्मचारियों को अच्छी खबर केन्द्र सरकार ने कल केबिनेट की बैठक में 50% डीए बेसिक मे जोड़ने के प्रस्ताव को पास कर दिया है यह आदेश दिनाँक / 01/2016 01 से मान्य होगा.अब डी ए मर्ज होने के बाद कुल डी ए 63% होगा 
-1 न्यूनतम वेतन 21000 / 
-2 कोई ग्रेड भुगतान प्रणाली और खुले समाप्त scales.
-3 सेवानिवृत्ति - सेवा या earlier.
-4 जो भी उम्र के 60yrs के 33yrs। एचआरए 30% सीसीए reinforced.
-5 किया जाना है। पदों की श्रेणियाँ 1.1.2016.7 से प्रभाव की modified.
-6 Date हो। प्रभावी लागू करने की सिफारिशों के साथ कार्मिक और प्रशिक्षण विभाग, गृह मंत्रालय, विदेश मंत्रालय और डी एस एंड टी आदि से सीपीसी के सदस्य द्वारा प्रस्तुत सीपीसी संयुक्त मसौदा ज्ञापन agreed.
-7th गणना 2.86 एक्स मूल वेतन 1 जनवरी 2016 सदस्य (जुड़ी 26 पृष्ठों की रिपोर्ट) वेतनमान गुणा कारक 2.15 और नए मूल वेतन हो जाएगा (पुराने पीबी + जीपी) * 2.15 (।) पेंशन और परिवार के द्वारा जीपी सहित पंजाब में तैयार की वेतन के आधार पर गणना कर रहे हैं पेंशन गुणा कारक 2.50 होना चाहिए। सदस्य (14 पृष्ठों की रिपोर्ट संलग्न) वर्ग 2 (डी) के लिए कक्षा 1 (सी) के लिए तय की बुनियादी (बी) के लिए पांच श्रेणियों (ए) 2500 1500 1200 में विभाजित वेतन वृद्धि की वार्षिक दर 1000-ग्रुप-ए, 800-ग्रुप-बी, 600 सालाना कक्षा 4 के लिए कक्षा 3 (ई) 400 के लिए -Group सी। सदस्य (जुड़ी 32 पृष्ठों की रिपोर्ट) वर्तमान MACPs योजना सेवा जारी की 10,18,25,30 वर्ष पूरे होने के बाद उन्नयन 4 देकर बदला जाना चाहिए। यह 6 सीपीसी में था और वेतन वृद्धि की तिथि 1 जुलाई से प्रभावी के स्थान पर 1 जनवरी रूप में होना चाहिए सदस्य (जुड़ी 28 पृष्ठों की रिपोर्ट) मकान किराया भत्ता होना चाहिए 2016/01/01 और गृह निर्माण अग्रिम नए मूल वेतन का 50 गुना होना चाहिए। सदस्य (जुड़ी 12 पृष्ठों की रिपोर्ट) परिवहन भत्ता एक्स श्रेणी के शहरों में नए मूल वेतन + डीए का 10% और वाई श्रेणी के शहरों में नए मूल वेतन + डीए का 5% होना चाहिए। सदस्य (38 पृष्ठों की रिपोर्ट संलग्न) (क) प्रति माह नए मूल वेतन के 5% @ अलग तीन राज्यों में कम से कम तीन पोस्टिंग पूरी कर ली है, जो केवल उन लोगों के लिए अखिल भारतीय हस्तांतरण भत्ता। जल्दी है, जो भी (ख) अधिकतम सेवा लंबाई 31years, शर्त के साथ सेवा से सेवानिवृत्ति के लिए 60 वर्ष अधिकतम आयु। (ग) पाटा सैन्य विशेष वेतन नए मूल वेतन के 5% @ में या तो कम से कम तीन वर्ष की सेवा पूरी कर ली है, जो उन लोगों के लिए ही होना चाहिए पूर्वोत्तर क्षेत्र या जम्मू-कश्मीर क्षेत्र। सदस्य (जुड़ी 24 पृष्ठों की रिपोर्ट) नई वेतनमान .old पीबी -1, जीपी-1800 नए वेतनमान 15,000-33,600 हैं, पीबी -1, जीपी 1900 और 2000 नए वेतनमान 21,500-40,100, पुराने पीबी -1, GP- कर रहे हैं पुरानी 2400 और 2800 नए वेतनमान 25,000-43,600 हैं। ओल्ड पीबी -2, जीपी 4200 नए वेतनमान 30,000-54,800 हैं, पुराने पीबी -2, जीपी 4600 और 4800 नए वेतनमान, पुराने पीबी -2, जीपी 5400 नए वेतनमान 45,000-90,000, पुराने पीबी 40,000-71,000 कर रहे हैं -3.GP-6600 नए वेतनमान 52000-100000 हैं। ओल्ड जीपी 7600 नए वेतनमान 60000-110000 हैं। ओल्ड जीपी 9000 नए वेतनमान 75000-125000.सातवाँ हैं वेतन आयोग: -एसएनबी नई दिल्ली -कर्मचारियों की 33 साल की नौकरी या 60 साल की उम्र में सेवानिवृत्ति करने की सिफारिश। सरकारी कर्मचारियों की सेवानिवृति की उम्र 60 से घटाकर 58 साल की।

20 GB 3G internet service for as low as Rs.50.

BSNL, India’s biggest telecommunication company, made headlines when news surfaced that it is going to introduce 20 GB 3G internet service for as low as Rs.50.
For the past two days, this has been one of the hottest topics of discussion and much searched-for phrase on the internet.
So, how true is this news?
Despite our best efforts, there is no clarity on this issue. There has been no circular or advertisement either from the government or from the BSNL regarding this.
It is not just the internet, but the social media too that is discussing this news. Here is a summary of the news item:
“In order to provide superfast browsing experience to smartphone users, telecom service providers are now providing 3G and 4G internet services. Meanwhile, news has surfaced that BSNL is planning to offer 20 GB 3G internet for as low as Rs.50. BSNL is going to provide the 3g services at such rock-bottom prices as part of the Prime Minister’s Digital India initiative to make the internet accessible to all. The scheme will be launched with government subsidiary. The service can be used by just one person or be shared among four.
In the rural areas, one person in the family can obtain this service and share it with four others. According to information, the BSNL Allahabad General Manager, Ram Shubh Yadav had announced that those interested in availing this service should register themselves at the BSNL Selfcare website. The announcement or the news has not yet been confirmed or verified by the BSNL authorities.
Currently, leading mobile telecom companies charge anything between Rs.160 to Rs.250 per GB of 3G internet. If BSNL provides 20 times the GB in less than one-fourth the cost, it will tremendously increase the company’s user base. At the same time, it also raises questions if such a move will be valid according to TRAI regulations.”

7th CPC news

 Delhi: Salaries of central government employees have been falling since independence, once inflation is taken into account, making it harder and harder for employees to make ends meet, a central minister told us in 10th Civil Services Day function here on Wednesday on condition of anonymity.
Finance Minister Arun Jaitley received the 7th Pay Commission’s report in November.
He also said employees who are paid the higher salaries, have better morale, making them more loyal and more productive.

“We support our government moves to hike salaries of central government employees, according to 7th Pay Commission recommendations,” the minister said.

These changes are in line with the cabinet nod of the long-awaited 7th Pay Commission award for central government employees are likely to be implemented in next two months, which will be increasing salaries for 4.8 million central government employees between 30 to 40 percent, he added.

As inflation has averaged over 6% to 10% during the last few years since the Sixth Pay Commission award, the 7th Pay commission as well as secretaries group was right to recommend high increase of pay, which only belatedly acknowledges rises in the cost of living, he confirmed.

He also said that the salaries of the senior government officials remain low, not only in comparison to other countries, but also in relation to Indian private sector.

He asked, a mature public debate is needed on central government employees’ pay in general.

“Over the decades, civil servants’ pay has declined significantly relative to prices and private sector pay growth, while instances of corruption in the public sector have grown.

During the same period, countries such as Singapore have achieved huge success in rooting out institutionalized corruption by making civil servants pay more competitive with the private sector.

This has also significantly improved service delivery by enabling their government to attract and retain better motivated and higher quality civil servants.

As a minimum, the government should make a permanent Pay Commission to review salary rates according to soaring inflation and to adopt a formula linking salary increases to changes in inflation and improvements in productivity and revenue gains.

Everyone can benefit by adopting permanent Pay Commission for civil servants’ pay to help improve planning and delivery of public services,” he argued in support of central government employees’ pay hike.

The Empowered Committee of Secretaries i.e. group of secretaries, which was set up in January to examine the recommendations of the 7th Pay Commission before cabinet nod.

Finance Minister Arun Jaitley received the 7th Pay Commission’s report from Justice A K Mathur in November, who headed the panel, who recommended for raising minimum pay to Rs 18,000 per month from current Rs 7,000 while the maximum pay Rs 2.5 lakh per month from current Rs 90,000, which will be effective from January 1, 2016.

The panel also recommended a 14.27 per cent increase in basic pay. The overall increase in salary, allowances and pensions is 23.55%. The increase in allowances will be higher by 63% while pensions will rise 24%.

Hospital Patient Care Allowance/Patient Care Allowance was introduced on the Railways in terms of Railway Board’s letter no. E(P&A)II-98/HW-6 dt. 09.01.2008.
As per paragraph 2 (a) (ii), of the letter dt. 9-1-2008 Pharmacists were also made eligible for grant of HPCA/PCA subject to fulfillment of the conditions of admissibility except exclusive store Pharmacists who were not involved in dispensing of medicines. Both the recognised Federations, namely AIRF and NFIR have raised the issue in the forum of PNM stating that there is no particular designation of Store Pharmacists in the Indian Railways. The matter has been considered in consultation with the Health Directorate of Railway Board and it has decided to remove the exception made for exclusive Store Pharmacists in paragraph 2(a)(ii) in Railway Board’s letter no. E(P&A)II-98/HW-6 dt. 09.01.2008. Pharmacists will be entitled for payment of Hospital Patient Care Allowance / Patient Care Allowance. This would have effect from 01.01.2008 as mentioned in Railway Board’s letter no.E(P&A)II-98/HW-6 dt 09.01.2008.
Other terms and conditions would remain the same as per Board’s letter no. E(P&A)II-98/HW-6 dt. 09.01.2008 and Board’s letter No.E(P&A)II-2013/AL-3 dt.20.02.2013

PCDA Circulars on 8.4.2016-Afected Pre-2006 Pensioners will get arrears from 1.1.2006 due to qualifying service issue


The Principal Controller of Defence Accounts (Pensions) issued an order regarding the arrears payment for the affected pre-2006 pensioners with effect from 1.1.2006.
“All pension disbursing authorities (PDAs) are therefore, requested to revise the pension in affected cases in terms of Govt. OM No. 38/37/08-P&PW (A), dated 06-04-2016 w.e.f 01.01.2006. Payment made w.e.f. 01.01.2006 will be adjusted against the arrears now being paid and these cases may be reflected in the monthly account sent to this office as ‘change item’.”

Reference: This officer Important Circulars No. 102 dated 11.02.2013 & C-144 dated 14-08-2015.
Attention of all Pension Disbursing Authorities is invited to above cited circulars wherein instructions had been issued for implementation of GOI, Ministry of P,PG and Pensions, Deptt of P&PQ OM No. 38/37/08-P&PW(A,) dated 28 January, 2013 w.e.f 01.01.2006. According to these orders “The revised pension of the pre-2006 pensioners shall not be less than 50% off the minimum of the pay band + grade pay, corresponding to the pre-revised pay scale from which pensioner had retired, as arrived at with reference to the fitment tables annexed to Ministry of Finance, Department of Expenditure OM No. 1/1/2008-IC dated 30th August, 2008, Subject to the pension so arrived will be reduced pro-rata, where the pensioner had less than the maximum required service for full pension as per rule 49 of the CCS (Pension) Rules, 1972 as applicable before 1.1.2006 and in no case it will be less than Rs. 3500/- p.m”.
(2) Now, GOI, Ministry of P, PG and pension, Dept of P&PW have further issued order under their OM No. 38/37/08 P&PW (A) dated 6th April, 2016, that “The revised consolidated pension of pre-2006 pensioners shall not be lower than 50% of the sum of minimum of the pay in the Pay Band and the Grade Pay (wherever applicable) corresponding to the pre-revised pay scale as per fitment table annexed to Ministry of Finance, Department of Expenditure OM No. 1/1/2008-IC dated 30th August, 2008 without pro-rata reduction of pension even if they had qualifying service of less than 33 years at the time of retirement.” Accordingly, Para 5 of the OM dated 28.01.2013 would stand deleted. The arrears of revised pension would be payable with effect from 01.01.2006.
(3) In case the consolidated pension calculated as per Para 4.1 of OM No. 38/37/08-P&PW (A) dated 01-09-2008 is higher than the pension calculated in the manner indicated in the OM dated 6th April, 2016, the same (higher consolidated pension) will continue to be treated as basic pension.
(4) All other conditions as given in OM No. 38/37/08-P&PW (A) dated 1.9.2008, as amended from time to time shall remain unchanged.
(5) All pension disbursing authorities (PDAs) are therefore, requested to revise the pension in affected cases in terms of Govt. OM No. 38/37/08-P&PW (A), dated 06-04-2016 w.e.f 01.01.2006. Payment made w.e.f. 01.01.2006 will be adjusted against the arrears now being paid and these cases may be reflected in the monthly account sent to this office as ‘change item’.
(6) Where the PDAs are in doubt in regulating the payment of revised pension under these orders, the cases with full details of pensioner and PPO number etc. may be referred to Audit Section of this office for advice and further action.

Non-implementation of digital signed pension revision authorities by 15 banks: CPAO

Attention is invited to this office OM No. CPAO/Tech/e-PPO/ZOIS-16/440-511 dated 03.07.2015 (copy enclosed) on the above subject, whereby all the banks were requested to provide following:-
(i) Server finger print for SFTP
(ii) Username of SFTP
(iii) Password for SFTP
2. Paperless movement of digitally signed e-Revision authorities were scheduled to be implemented w.e.f. 01.02.2016 in all banks vide CPAO’s OM No. CPAO/Tech/e-PPO/ZOIS-16/1743 dated-28.01.2016 (copy enclosed). For this purpose, all CPPCs were supposed to provide their SFTP accounts to N lC-CPAO to enable it to push the digitally signed e-Revision Authorities to their server.
3. While 14 banks have already implemented these, even after rigorous persuasion by NIC-CPAO 15 banks are still lagging behind (list enclosed) in providing their SFTP accounts. Consequently, the movement of paperless e-Revision authorities could not be implemented fully in all banks.
4. If remaining banks are facing some difficulties in providing their SFTP accounts, Sh. Davinder
Kumar, Technical Director, NIC at his E-mail mm or Mobile No.9354806172 may be contacted. The SFTP accounts may be provided to the MC, CPAO at the earliest and in any case not later than 30.04.2016.
