Subject: Productivity Linked Bonus for the eligible Defence civilians of the Army Ordnance Corps (AOC) for the year 2015-2016.
Sir,
I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministrys letter No.F.24(6)/80/D(JCM) dated 28th September. 1983, as amended from time to time, and to convey the sanction of the President to the payment of 40 days (Fourty days) wages in cash as PLB for the year 2015-2016 to the eligible civilian employees of the AOC.
2. The entitlement has been worked out on the basis of the working results for the year 2015-2016 in accordance with the agreed formula.
3. The PLB will be paid to all eligible Gp.’B’ (Non-Gazetted), Gp. ‘C’ & Gp. ‘D’ civilian employees of AOC who are covered under PLB Scheme for the accounting year 2015-2016. The calculation ceiling of Rs.7000/- (7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.
4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs.1200/- p.m. (1200×40/30.4) for the accounting year 2015-2016. However, in cases where the actual wages fall below Rs. 1200/- p.m.. the amount will be calculated on the actual monthly wages. The other conditions remain unchanged.
5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2016-2017. This issues with the concurrence of the Ministry of Finance (Department of Expenditure] vide their ID No.300308327/2016-EIII(A) dated 5.10.2016 and Defence (Finance /AG/PB) 183/AG/PB dated 5.10.2016.

Sub: Productivity Linked Bonus for the Accounting year 2015-16
The undersigned is directed to convey the sanction of the President of India to the payment of Productivity Linked Bonus for the accounting year 2015-16 equivalent of emoluments of 60 (sixty) Days to the employees of Department of Posts in Group ‘D’/MTS, Group ‘C’ and non-gazetted Group ‘B’ E-Gratia payment of bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities. and Ad-hoc payment of bonus to Casual labourers who have been conferred Temporary status are also to be paid equivalent to allowance/wages respectively for 60 (Sixty) Days for the same period.
1.1 The Calculation for the purpose of payment of bonus under each category will be done as indicated below.
2. REGULAR EMPLOYEES:
2.1 Bonus will be calculated on the basis of the following formula:-
Average emoluments x Number of day of Bonus
30.4 (Average no.of days in a month)
2.2 The term ’emoluments’ for regular Department employees includes Basic Pay in the pay Band plus grade pay,Dearness Pay,personal pay, special pay (Allowances), S.B.Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance given to Faculty Members in Training institutes. In case of drawal of salary exceeding Rs.7000/- (of 6th CPC) (Rupees Seven Thousand Only) in any month during the accounting year 2015-16, the emoluments shall be restricted to Rs.7000/- (Rupees Seven thousand Only) per month only.
2.3 ‘Average Emoluments’for a regular employee is arrived at by dividing by twelve, the total salary drawn during the year 2015-16 for the period from 1.4.2015 to 31.3.2016, by restricting each month’s salary to Rs.7000/- per month. However, for the periods of EOL and Dies-Non in a given month, proportionate deduction is required to be made from the ceiling limit of Rs.7000/-.
2.4 In case of those employees who were under suspension, or on whom dies-non was imposed, or both, during the accounting year, the clarificatory orders issued vide paras 1 & 3 respectively of this office order No.26-8/80-PAP (Pt-I) dated 11.6.81 and No.26-4/87-PAP(Pt.II) dated 8.2.88 will apply.
2.5 Those employees who have resigned/retired or left service or proceeded on deputation within the Department of posts or those who have proceeded on deputation outside the Department of posts after 1.4.2016 will also be entitled to bonus. In case of all such employees the bonus admissible will be as per provisions of paras 2.1 to 2.3 above.
3. GRAMIN DAK SEVAKS (GDS)
3.1 In respect of GDS employees who were on duty throughout the year during 2015-16, Aaverage Monthly Time Related continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2015 to 31.3.2016 divided by 12. However, where the Time Related continuity Allowance exceeds. Rs.3500/- in any month during this period, the allowance will be restricted to Rs.3500/- per month. Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:-
Average TRCA x Number of days of bonus
30.4 (Average no.of days in a month)
3.2 The allowances drawn by a substitute will not be counted towards bonus calculation for either the substitutes or the incumbent GDSs. In respect of those GDS who were appointed in short term vacancies in postmen/Group ‘D’ Cadre, the clarificatory orders issued vide Directorate letter No.26-6/89-PAP dated 6.2.1990 and No.26-7/90-PAP dated 4.7.91 will apply.
3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put off duty, or for having left service, he will be paid proportionate ex-gratia bonus calculated by applying the procedure prescribed in Para 3.1 above.
3.4 Those Gramin Dak Sevaks who have resigned discharged or left service after 01.04.2016 will also be entitled to proportionate ex-gratia Bonus. in case of all such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of para 3.1 above.
3.5 In case of those Gramin Dak Sevaks who were under pur off, or on whom dies-non was imposed, or both, during the accounting year, the clarificatory orders issued vide paras 1 & 3 respectively of this office order No.26-08/80-PAP (Pt.I) dated 11.6.81 and No.26-04/87-PAP (P.II) dated 8.2.1988 will apply.
4. FULL TIME CASUAL LABOURERS (INCLUDING TEMPORARY STATUS CASUAL LABOURERS).
4.1 Full Time Casual Labourers (Including Temporary Status Casual Labourers) who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31.03.2016 will be paid ad-hoc bonus on notional monthly wages of Rs.1200/- (Rupees Twelve hundred only). The maximum ad-hoc bonus will be calculated as below:
(Notional monthly wages of Rs.1200) x (Number of days of bonus)
30.4 (average no. of days in a month)
Accordingly, the rate of bonus per day will work out as indicated below:

The above rate of bonus per day may be applied to the number of days for which the services of such casual labourers had been utilized during the period from 1.4.2015 to 31.3.2016. In cases where the actual wages in any month fall below Rs.1200/- during the period 1.4.2015 to 31.3.2016, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.
5. The amount of bonus/ex-gratia payment/Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head ‘salaries’ under the relevant Sub-Head of account to which pay and allowances of the staff are debited. The payment will be met from the sanctioned grant for the year 2016-17.
6. After payment, the total expenditure incurred and the number of employees paid may be ascertained from all the units by circles and consolidated figures be intimated to the budget section of the Department of Posts. The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number of employees (Category – wise) to whom it was disbursed for the Department as a whole.
7. This issues with the concurrence of JS&FA vide Diary No.190/FA/2016-CS dated 05.10.2016.

Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2015-16.
The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2015-16 to the Central Government employees in Groups ‘C’ and `D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014-E.III(A), dated 29th August,2016. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.
2. The benefit will be admissible subject to the following terms and conditions:-
(i) Only those employees who were in service as on 31.3.2016 and have rendered at least six months of continuous service during the year 2015-16 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);
(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed Rs.7000), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs.7000×30/30.4=Rs.6907.89 (rounded off to Rs.6908/-).
(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (ad-hoc Bonus) payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.
(iv) All payments under these orders will be rounded off to the nearest rupee.
(v) The clarificatory orders issued vide this Ministry’s OM No.F.14(10)-E.Coord/88 dated 4.10.1988, as amended from time to time, would hold good.
3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

Subject: Grant of Productivity Linked Bonus (PLB) and non-Productivity Linked Bonus (Ad-hoc bonus) in case of Central Government employees for the accounting year 2014-15- enhancement of the calculation ceiling- Regarding.
The undersigned is directed to invite attention to this Ministry’s OM No. 7/24/2007/E-111.A dated 16.10.2015 regarding grant of non-Productivity Linked Bonus (Ad-hoc Bonus) to the Central Government employees for the accounting year 2014-2015, whereby the calculation ceiling for the purpose of payment of ad-hoc bonus was monthly emoluments of Rs. 3500. The Productivity Linked Bonus (PLB) in case of Central Government employees working under certain Ministries/Departments, where such PLB was in operation in 2014-15, was also paid by the respective Ministries/Departments for the accounting year 2014-15 based on the concurrence of this Ministry with the calculation ceiling at monthly emoluments of Rs. 3500.
2. The question of enhancement of the calculation ceiling for the purpose of payment of PLB and non-PLB (ad-hoc bonus), as the case may be, to the Central Government employees has been considered and the President is pleased to decide that the calculation ceiling of monthly emoluments for the purpose of payment of PLB and ad-hoc bonus, as the case may be, shall be revised to Rs. 7000 w.e.f. 01.04.2014, i.e., for the accounting year 2014-15.
3. Accordingly, the PLB or ad-hoc bonus, as the case may be, as already paid to the eligible Central Government employees for the accounting year 2014-15 in terms of the above OM dated 16.10.2015 pertaining to ad-hoc bonus and the respective sanctions issued by the concerned Ministries/Departments in respect of PLB under the respective schemes in operation during 2014-15 based on the specific concurrence of this Ministry, shall be re-worked out based on the calculation ceiling of monthly emoluments of Rs. 7000 instead of Rs. 3500.
4. While re-working out payment of PLB or ad-hoc bonus, as the case may be, under these orders for the accounting year 2014-15, all the other terms and conditions under which the payment was made shall remain unchanged.
5. In respect of their application to the employees working in the Indian Audit and Accounts Departments, these orders are issued in consultation with the office of the Comptroller and Auditor General of India.

The Lok Sabha on Tuesday passed a bill allowing doubling of wage ceiling for calculating bonus to Rs 7,000 per month for factory workers with establishments with 20 or more workers, with the benefits being applicable retrospectively from April 2014.
The Payment of Bonus (Amendment) Bill, 2015, was passed by a voice vote, with some members objecting to the raising of eligibility limit for payment of bonus from a salary of Rs 10,000 per month to Rs 21,000.

Central Government approves hike in bonus ceiling from Rs. 3500 to Rs 7000
NEW DELHI: The Cabinet decided to double the wage ceiling for calculating bonus to Rs 7,000 per month for factory workers and establishments with 20 or more workers.
“The Payment of Bonus (Amendment) Bill, 2015 to enhance the monthly bonus calculation ceiling to Rs 7,000 per month from existing Rs 3,500 was approved by Union Cabinet here,” a source said after the Cabinet meeting.
The amendment bill will be made effective from April 1, 2015. Now the bill will be tabled in Parliament for approval.
The bill also seeks to enhance the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.
The Payment of Bonus Act 1965 is applicable to every factory and other establishment in which 20 or more persons are employed on any day during an accounting year.
The bill also provides for a new proviso in Section 12 which empowers the central government to vary the basis of computing bonus.
At present, under Section 12, where the salary or wage of an employee exceeds Rs 3,500 per month, the minimum or maximum bonus payable to employees are calculated as if his salary or wage were Rs 3,500 per month.
The last amendment to both the eligibility limit and the calculation ceilings under the said Act was carried out in 2007 and was made effective from April 1, 2006.
This amendment in the Act to increase wage ceiling and bonus calculation ceiling was one of ssurances given by the Centre after 10 central trade unions went on one-day strike on September 2.
The government had hinted at meeting workers’ aspirations on nine out of 12 demands submitted by the unions

Approval of the Competent Authority is hereby communicated for the payment of advance against the Productivity Linked Bonus (PLB) equal to 60 (Sixty) days’ wages subject to the maximum of RS.7000/- (rupees seven thousand only) to the employees of the Corporation for the year 2014-15. The payment of the advance is subject to the condition that an undertaking (in the enclosed pro oma) to the effect that “the advance will be adjusted against the PLB due for the year 2014,·15 and any excess payment detected towards PLB for the year 2014-15 would be refunded forthwith“, shall be submitted by each eligible employee. The payment of advance is subject to the same terms and conditions that are applicable to the grant of PLB and are appended.
Payment of advance against bonus to adhoc employees and those who superannuated or retired on invalidation on medical grounds or died while in service before the last working day of February of the relevant year will be governed by the instruction issued by this office Memo. The Drawing and Disbursing Officer of the respective Regional Office/Sub-Regional Office may draw the advance aqainst the PLB in respect of staff working in outstation Branch Offices also for presentation to J.D. (F)/O. D. (F) concerned.
The Joint Director (Fin.)/Dy. Director (Fin.) will honour the bills submitted by the DDO and pay the proceeds under the existing procedure in the respective Regions/Sub-Regions.
The amount of advance against the PLB for the year 2014-15 may be paid to the eligible employees by 16.10.2015 under intimation to this office. The number of such employees who have been paid the advance may also be intimated. In case it is not possible to credit the advance amount into the bank J.Vcof the individual employee on 16.10.2015, cash payment of advance may be considered on specific request of the employee to alleviate hardship.
