Sub:- Revised rates of assistance to Registrars for Aadhaar generation and Mandatory Biometric updation ( 5/15 years) and revised maximum fee to be collected from the residents for the services provided by Registrars /EAs/ Other Service Providers
In pursuance to the decision taken by the Authority in its meeting dated 11th Sept,2018, the following revised structure of assistance to Registrars and maximum fee that can be charged from the residents for various Aadhaar related services is made effective from 01/01/2019

The revised assistance would be applicable only for the Registrars with in-house model i.e. the cases where‑
(i) The machine is owned by Registrar and
(ii) Supervisor and verifier are employee of the Registrar
(iii) Operator is either regular or direct contract employee of the Registrar or hired on contract through a manpower hiring agency approved/ empanelled by UIDAI.
2. The Registrars are required to give certificate / undertaking in the prescribed format attached.
3. For those Registrars who donot satisfy above conditions, existing rate of assistance in accordance to O.M. dated 27/12/2016 shall be applicable.
4. The O.M. dated 27/12/2016 stands modified accordingly.

Central Pensioners Bank Accounts

The Central government made Aadhaar mandatory for central government pensioners, Accordingly, it has launched a massive exercise to encourage them to seed their bank accounts with Aadhaar numbers.

Every central government pensioners has started receiving a telephone call or a postcard from their bank managers appealing to them to do so.
District Collectors across the country have been roped in for the exercise by the Union Ministry of Personnel.
Last week, the Central government held a video-conference with 200 collectors and asked them to convene a special meeting with all bank branch managers.
The bank managers started calling central government pensioners from Tuesday, who draw pension from their respective banks, appealing to them to voluntarily seed their existing Aadhaar numbers in the pension accounts while explaining the benefits of the step.
Once the seeding happens, the pensioner can online submit a ‘Jeevan Praman’ certificate annually to the bank to renew his pension, instead of physically making the trip to the bank to prove that he is alive.
‘Jeevan Praman’ is a pet project of Modi launched in 2014. “14 lakh central government pensioners have seeded their pension accounts with an Aadhaar number but there are 44 lakh central government pensioners.
Our aim is to speak to all 640-odd DCs in the country by video-conference in the next couple of months to exhort them to get bank managers on board and achieve 100% seeding of all pension accounts with Aadhaar in the next 4-5 months,” a senior government official with Ministry of Personnel said.
Bank managers are being asked to either personally call on the mobile phone or landline number of the pensioner or send him or her a postcard or SMS with the appeal.
DMs have been asked to submit a report to the Centre on the exercise on March 29 and a review is scheduled for April 2.
Parliament had earlier this month passed the Aadhar bill, making an Aadhaar number mandatory for availing public services under the direct benefit transfer mechanism.
“Jeevan Praman or a digital life certificate is also a service for pensioners on basis of Aadhaar but we are keeping it voluntary so far. It’s in benefit of the aged pensioners to have the facility to avoid trips to banks,” a senior official of Ministry of Personnel said.

The Supreme Court declined to immediately modify its order for the wider use of Aadhaar card as proof of identity by mobile companies, banks and the stock markets. Instead, the government’s plea was referred to a larger bench that will initiate the further proceedings.
Several petitions had been filed challenging the use of the Aadhaar card and the Apex court had aversely permitted the government to use it to distribute subsidies for food grains, cooking gas and kerosene. A bench had initially directed the government not to be adamant on Aadhaar and refuse social welfare benefits to the weaker sections for the lack of Aadhaar card.
Since then, the government pleaded the court to allow its use for cooking gas, kerosene and PDS subsidies. The govt. also made a representation to allow the use of Aadhaar by mobile companies, banks and stock exchanges.
The three-judge bench rejected this plea and referred it to a larger bench. It is expected that a fresh hearing on the plea to increase the use of Aadhaar may take time, till the govt. requests theCJI to constitute a larger bench immediately. The govt. is bent upon to curb black money and other financial irregularities, and these could be tracked only with the use of Aadhaar card.
Attorney General Mukul Rohatgi had ruled out the possibility of leakage of confidential information to foreign agencies contracted by the UID of India to gather such biometric data.

Supreme Court Order on Aadhar Puts Brakes on Election Commission's Project

New Delhi: The Supreme Court order on Aadhar card has put brakes on Election Commission's project to link UIDAI (Aadhar) number with voters' electoral data to check multiple entries in electoral rolls.

The commission has asked its Chief Electoral Officers in all states and Union territories to "suspend with immediate effect till further orders" all activities to collect and feed Aadhar numbers of voters as part of its National Electoral Roll Purification and Authentication Programme (NERPAP).


Quoting the apex court order of August 11, the Commission said, "Henceforth no more collection of Aadhar numbers from electors or feeding/seeding of collected Aadhar data shall be done by any election authority or official connected with NERPAP."

The directions, issued yesterday, however, made it clear that all other activities under NERPAP to "purify" the poll process will continue to be carried out during the period of continuous updation and special summary revision, 2016.

In its judgement, an apex court bench has made it clear that Aadhar card will be optional for availing various welfare schemes of the government and no personal information of the holders of such cards shall be shared by any authority.

It said, "UIDAI (Universal Identification Authority of India)/Aadhar will not be used for any other purposes except PDS, kerosene and LPG distribution system."

However, the court made it clear that even for PDS, kerosene and LPG distribution system, the card will not be mandatory.

The bench directed that the information received by UIDAI shall not be used for any other purposes, except in criminal investigation with the permission of the court.

Seeking to check multiple entries in electoral rolls and to make them error-free, Election Commission had embarked on an ambitious project to link Aadhar numbers with voters' electoral data.

NERPAP was launched throughout the country from March 3 with the prime objective of bringing a totally error-free and authenticated electoral rolls. So far, 13 crore voters have applied to link their Aadhar numbers with their entries in electoral rolls. While 10 crore requests have been received through various means, three crore people have applied online.
