Dear comrades,

1.   Please see the above campaign programme.  All C-O-Cs are requested to take necessary action to arrange the meetings with maximum participation of employees.  All Affiliated organisations should give instructions to their local units to ensure maximum participation of their members in the meeting.  If the date mentioned is not convenient C-O-Cs can change the date in consultation with the National Secretariat Members allotted to their place.  Phone numbers of all National Secretariat members are published below. Leaders allotted to each place should also contact each other.

2.  In addition to the above, separate campaign programme should be conducted by each affiliated organisations without fail.  C-O-Cs should also conduct intensive campaign covering all the important centres in their states.  This is most important.

3.   Serve Strike Notice on 28^th December, 2016:

All affiliated organisations are once again requested to serve the strike notice on 28^th December-2016 to their Head of the Departments.  Copy of the strike notice should be served to all lower authorities after conducting mass demonstrations.

4.  If any organisation could not serve strike notice to their Head of the Departments on 28^th December, 2016, it should be served on any date before 15^th January 2017.

Twelve important points -central trade unions submitted to government

2016 September 2nd General Strike 12 Point Charter of Demands of Joint Platform of Central Trade Unions submitted to government:

PART A
1. Urgent measures for containing price rise through universalization of public distribution system and banning speculative trade in commodity market.

2. Containing unemployment through concrete measures for employment generation.

3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.

4. Universal social security cover for all workers.

5. Minimum wage of not less than 18000/- per month with provisions of indexation (for unskilled worker).

6. Assured enhanced pension not less than 3000 p.m for the entire working population (including unorganized sector workers).

7. Stoppage of disinvestment in Central/state public sector undertakings.

8. Stoppage of contractorisation in permanent/perennial work and payment of same wage and benefits for contract workers as that of regular workers for the same and similar work.

9. Removal of all ceilings on payment and eligibility of bonus, provident fund and increase in quantum of gratuity.

10.Compulsory registration of trade unions within a period of 45 days from the date of submitting application and immediate ratification of ILO conventions C-87 and C-98.

11.No FDI in Railways, Defence and other strategic sectors.

12.No unilateral amendment to labour laws.

PART B

Demand of the Central Govt. Employees

1. Avoid delay in implementing the assurances given by Group of Ministers to NJCA on 30th June 2016, especially increase in minimum pay a fitment formula. Implement the assurance in a time bound manner.

2. Settle issues raised by the NJCA, regarding modifications of the 7th CPC recommendations, submitted to Cabinet Secretary on 10th December 2015.

3. Scrap PFRDA Act and New Pension System (NPS) and grant Pension/Family Pension to all Central Government employees under CCS (Pension) Rules 1972.

4. No privatization, outsourcing, contractorisation of Government functions.

5. (i) Treat Gramin Dak Sevaks as Civil Servants and extend all benefits on pay, pension and allowances of departmental employees.

(ii) Regularise casual, contract, contingent and daily rated workers and grant equal pay and other benefits.

6. Fill up all vacant posts by special recruitment. Lift ban on creation of new posts.

7. Remove ceiling on compassionate appointments.

8. Extend benefit of Bonus Act amendment 2015 on enhancement of payment ceiling to the Adhoc bonus/PLB of Central Govt. employees with effect from the financial years 2014-15. Ensure payment of revised bonus before Pooja holidays.

9. Revive JCM functioning at all levels.

NJCA demands consider to high level committee

Ministers assured the Union leaders that the issues would be considered by a High Level Committee

Government assures Representatives of Unions representing employees of the Central Government that the issues raised by them relating to the pay scales and other recommendations of the 7th Pay Commission would be considered by a High Level Committee

Representatives of Unions representing employees of the Central Government had met the Home Minister Shri Rajnath Singh, the Finance Minister Shri Arun Jaitley and the Minister for Railways Sh. Suresh Prabhu in the evening of 30th June, 2016.

They had requested that certain issues raised by them in relation to the pay scales and other recommendations of the Pay Commission be allowed to be raised before a Committee of Secretaries looking into different aspects of grievances of employees in relation to the Pay Commission recommendations.

The Ministers assured the Union leaders that the issues raised by them would be considered by a High Level Committeee

Modi government decided to 7th CPC : Central Employees Not To Go On Strike Over ‘…

 An indefinite central government employees’ strike will not begin on July 11 in protest at the “government inaction” on fulfilling their demands, including hike in minimum pay to Rs 26,000 from Rs 18,000 which was recommended by the 7th Pay Commission and was approved by the cabinet on Wednesday.

No central government office will be closed at any part of the country and the trains will also be running on July 11 and ahead as National Joint Council Action (NJCA), a confederation of 3.3 million government employees, has temporarily postponed the indefinite strike scheduled from July 11 after PM Modi formed a committee of Ministers to negotiate with union leaders on their demands.

“Since the Prime Minister has intervened and initiated the process of negotiation, we have decided to temporarily postpone the indefinite strike. The NJCA will make sure that the genuine demands of the employees are met with,” NJCA convener (South Zone) N Kanniah told The Hindu.

However, the claim that the government was giving a 14.28 per cent hike in pay was false since the calculations revealed an increase of only 11.31 per cent, which would further decline to 4.51 per cent after deductions towards provident fund and pension scheme contributions, he added.

AITUC has support Indefinite strike

All India Trade Union Congress (AITUC) has extended support to the central government employees who will go on strike from July 11 to protest against a ‘meagre’ pay hike approved by the Union Cabinet.

“AITUC Secretariat in its emergent meeting has supported the call given by National Joint Council of Action of Central Government Employees Unions including Railways, P&T and Defence etc. To go for indefinite strike from July 11, 2016, against the unilateral announcement of the Central government on implementation of recommendations of the 7th Pay Commission,” AITUC Secretary D L Sachdev said in a statement.

AITUC stated that the minimum wage fixed by the Commission and accepted by the government is too low for Class III employees of the government.

It further said that setting up of a committee by the government for streamlining the new pension scheme is also an eyewash.

The committee should actually review NPS by replacing it with the old pension scheme. It is for the first time that pay hike is the lowest in the last 70 years. It is unfortunate that the government did not discuss these recommendations with NJCA and announced its decision unilaterally, it said.

“It is learnt that Group of Ministers led by Home Minister Rajnath Singh had a discussion with NJCA on June 30, 2016 night and proposed setting up of a minimum wage and fitment committee but no notification to this effect has been issued till now and the Central government employees are fully justified in implementing call for strike,” it said.

The Central Trade Unions will be meeting on July 7 to chalk out an action plan to express their solidarity with the agitating government employees. AITUC has also given a call for its affiliates to fully support the strike from July 11, 2016, it added.
