NFIR Reports new for 7th pay commission

The  Federation  also  disputed  the estimated financial  implications  (Rs.28,500 crores)  and said that the estimated  expenditure  has been exaggerated.  It was also brought to the notice of the MR the retrograde recommendations  of 7th CPC,  while the case of Railway employees  of various categories  was not dealt adequately and the Railway  Ministry  has unfortunately  not apprised the inadequacies of Grades Pay and Pay Band of 6th CPC to the Chairman,  7th CPC.

NFIR has compared 7th Pay Commission pay and 6th CPC pay excluding revision in HRA. It has concluded that at lower levels only marginal increase in pay has been provided by 7th Pay Commission and that for certain levels no increase or negative increase in pay has been recommended by 7th Pay Commission


During  discussions  with the Hon’ble  MR and the Board (CRB,  FC,  MS) on 23rd December 2015, the NFIR  General Secretary  has expressed that there is all-round  unhappiness on 7th CPC recommendations as in many cases the ‘Take  Home Pay’  is either very marginal  or less than  what  is  received  by the  employee  now.



TableII  indicates  6th  CPC minimum pay in GP+  Pay Band without  HRA.

Table-II  (a)  gives 7th CPC  minimum  pay  without   HRA  (staff  in occupation   of Railway quarters are not entitled for HRA).

[A comparison  of Table-II with Table-II (a) shows minus  ‘Take  Home Pay’   for employees of Level- I  to Level-6 of Pay Matrix and equally  marginal  increase to those  in Level-7,  8 & 9 of Pay Matrix. Again  in Level- 10 the ‘Take  Home  Pay’  will be less than the present amount. Overall position  will be either “minus” or “marginal increase”.  The Income Tax deduction would further worsen.]

Any news about implementation of 7th pay commission recommendation is the Hottest topic of discussion at all offices of Central Government. To encash this interest of cg servants, all the Media has focused on publishing vague news about latest development in 7th pay commission. To what extent it is true is debatable issue. But whatever the news posted in Social Media and News Media about the seventh CPC recommendation never missed to draw the attention of cg employees.
Just two lines are enough to make a hot news to publish to attract the attention of viewers. Readers has to verify whether the news published on pay panel report is true or not.
A news published recently in a Reputed News Website says that the Empowered Committee would propose Minimum Pay Rs.20000/-.
The article states, “According to reports, the Empowered Committee of Secretaries (CoS) is planning to propose a minimum pay of Rs 20,000 instead of Rs.18,000 as proposed earlier”.
But there was no point in that article that on which basis the minimum pay would be fixed at Rs.20000/-. These type of imprecise news are keep coming in many news blogs now.
The NCJCM Staff side said that the ECoS has just observed the concerns raised by them in the Meeting. They insisted that Minimum Pay should be raised to Rs 26000/- instead of Rs 18000. In fact, is was told that the ECoS has not been given any power to commit any thing on modifying the recommendations.

As per reports, the 7th CPC award is likely to come with salary increment which was anyway due in the month of July.
The central government employees seeking revision of salary structure proposed under the 7th Pay Commission are likely to see around 19 percent raise on the minimum salary being drawn currently. The Cabinet nod to the effect is expected in June.
As per reports, the Empowered Committee of Secretaries (CoS)are likely to propose a minimum pay of Rs 20,000. The 7th pay panel report, which was released in November had raised the minimum pay to Rs 18,000 per month from currently drawn Rs 7,000, while the maximum pay was recommended Rs 2.5 lakh per month from Rs 90,000.

The financial burden of the 7th CPC recommendations on the exchequer is expected to be around Rs 1.02 lakh crore in meeting the revised pay structure. The central government has already made provision of Rs 70,000 crore in the Budget 2016-17 to meet the payout of the pay commission award.
Since the minimum pay has been revised upwards, the 7th pay panel has recommended that HRA be paid at the rate of 24 percent, 16 percent and 8 percent of the new Basic Pay for Class X, Y and Z cities respectively.
The Commission also recommended that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent respectively when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent. However, no arrears will be paid on the HRA, and will be effective only when the pay panel award is notified.

The central government is going to start payment of salaries and pensions to its 48 lakh employees and 52 lakh pensioners according to the 7th Pay Commission recommendations from July along with six months’ arrears.
The payments will be made following the pay-fixation method in the new pay matrix which has been suggested in place of pay band and grade pay by the Seventh Pay Commission.
The government’s overall arrears payout will be lower because of only six months arrears this time, compared to the previous pay commission, which came in late.
The government has been provisioned Rs 70,000 crore in the Union Budget 2016-17 to meet the demand for the new pay commission award that will be made effective from January 2016.
Basic salary of central government employee will almost be 30 percent hiked under the new pay commission award with employees in the lower rung are likely to get the highest percentage of raise.
“We’re at the final stage for issuing the notification and 3-4 more months will be required to implement, so we hopefully say that they will get new pay and arrears in the July,” a source close to the developments told The Sen Times.
The report of the Seventh Pay Commission was presented to Finance Minister Arun Jaitley in November with a recommendation for raising minimum pay to Rs 18,000 per month from current Rs 7,000 while the maximum pay, drawn by the Cabinet Secretary, has been fixed at Rs 2.5 lakh per month from current Rs 90,000.
The panel recommended a 14.27 per cent increase in basic pay. The overall increase in salary, allowances and pensions is 23.55%. The increase in allowances will be higher by 63% while pensions will rise 24%.
The government set up a 13-member Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary P K Sinha for processing the report of the Seventh Pay Commission before cabinet nod.
An Implementation Cell has been created in the Finance Ministry which works as the Secretariat of the Empowered Committee. All central government employees unions’ submitted their written demands in respect of seventh pay commission’s anomalies in the cell to review, which are under process.

7th CPC notification and struggles

Comrades,

            The Central Government Employees are waiting for the implementation of Seventh Pay Commission. As per the reports received, the 7th Pay Commission Pay recommendations may be notified in June after the model code of conduct of states polls which in place is in place till 21st May 2016, which is being considered as cut off point for the notification of pay commission. To be on safer side, Government most likely will release notification regarding the latest pay commission only after 21st May 2016.

 Implementation cell of the Empowered Committee of Secretaries is examining the grievances of employees. After giving final touch to report, Empowered Committee will send recommendations to PMO for its nod. Once PMO will through the report, it will be placed before the Cabinet for final approval. The whole process will take another three months.

But the larger question remains in the minds of the Central Government Employees, whether the Empowered Committee of Secretaries will consider the demands raised by the Staff side JCM. The Empowered Committee of Secretaries under the chairmanship of the Cabinet Secretary had one round of discussion with the staff side JCM. The Staff side JCM has clearly informed the Empowered Committee of Secretaries that the Central Government Employees are not satisfied with 7th CPC report and wants major changes before implementation of the 7th CPC report by the Central Government. Especially on the minimum wage, fitment formula, pay matrix and allowances.

The Empowered Committee of Secretaries was also informed that the Central Government Employees are ready for strike action,  if the demands of the Central Government Employees are not met by the Empowered Committee of Secretaries and the Central Government.

The Empowered Committee of Secretaries may call the staff side JCM for more discussions, if the talks fail then the Central Government Employees should prepare for the indefinite strike from July 11th for which the staff side JCM has given the call.

Comrades, these three months are very crucial to the Central Government Employees, we should not relax waiting for the talks with the Central Government, instead prepare for the action for achieving a better wage hike.

Comrades during the 5th CPC we had similar situations,  we had got better wage hike after struggles, similarly this time also the similar situation has arisen due to the lowest pay hike recommended by the 7thCPC and also reduction of the number of allowances.     

Hence Comrades it is high time we educate each and every employee of the Central Government about the 7th CPC wage hike and our demands , this is help us to prepare for struggle and get better wage hike.

A meeting of the NJCA held today with the Convener, Implementation Cell, Ministry of Finance, Shri R.K. Chaturvedi, wherein we discussed and emphasized on all the 26-point Charter of Demands of the NJCA send to the Cabinet Secretary on 10.12.2015.
We agitated the issues of NPS, Minimum Wage, Multiplying Factor, deduction of HRA and all other important issues.
The Convener, Implementation Cell, Shri Chaturvedi, after hearing everybody, said that, he would put-up the issues to the Cabinet Secretary, and hopefully a meeting of the JCA would be held with the Cabinet Secretary and the Empowered Committee shortly within 15 days.
Let us not leave any stone unturned for preparations of the strike.

The National Executive meeting of Confederation of Central Government Employees & Workers was held on 12.02.2016 at ITEF Head Quarters (Rajouri Garden) New Delhi under the presidentship of Com. K. K. N. Kutty. After detailed deliberations on all agenda items, the meeting took the following decision.
  1. It is decided to make all out efforts to make the indefinite strike from 11th April 2016 a thundering success, as per the call of National Joint Council of Action (Railways, Defence,Postal & Confederation). The following decisions of theNJCAare ratified for successful implementation.
  • To serve indefinite strike notice on 11.03.2016.
  • To organise massive rally on 11.03.2016 at Jantar Mantar, New Delhi.
  • To organize massive rally at all state headquarters and major industrial centres during the month of March/April 2016, to be addressed by the National Leaders of all NJCAconstitutent organsiations.
  • To observe 29th March 2016 as “Solidarity Day” throughout the country.
  • Indefinite strike from 11th April 2016.
  1. In each state head quarters, leadership level a joint meeting of Confederation should be organised during the month of March 2016. The following should participate in the joint meeting.
  • All office bearers and committee members of Confederation (C-O-Cs)state/District.
  • All state level office bearers and committee members of each affiliated unions/Associations/Federations.
All India office bearers (National Secretariat members) of Confederation will attend the meeting. The purpose of the meeting is to review seriously the preperations made in each state for successful implementation of the indefinite strike and also to chalk out further measures to overcome the weakness or deficiencies, if any, in each state. The state level C-O-C or the C-O-C functioning at the state headquarters is authorized to organize the meeting duly co-ordinating with all other C-O-Cs in the state and also with all affiliated organizations in the state.

NB: – (i) The above decision should be strictly implemented (ii) If any change of date is required, it should be made only in consultation with the concerned National Secretariat member.
3. Managing bodies of all affiliated organizations should be convened immediately and planning should be made for effective implementation of the decision of NJCA and Confederation. Without convening the Managing body no effective planning is possible for any organization. Each organisation should undertake its own departmental wise campaign programme also.
4. Each affiliated organization should issue separate circular to their lower units informing the decisions of NJCA and Confederation and should instruct their lower units to implement the decision without fail. (It is reported in the National Executive meeting that General Secretaries of some of the affiliate are not issuing any instructions to their lower units and hence the lower units are not ready to implement the decision including strike). A copy of the circular issued to lower units should be sent to Confederation CHQ.
5. Each affiliated organisation should serve strike notice to their respective Departmental head on 11.03.2016. Copy of the strike notice should be sent to Confederation CHQ also. If any affiliated organisation fail to serve strike notice to their departmental head the issue regarding discontinuation of their affiliation will be decided in the next National Secretariat meeting.
6. It is decided to request the NJCA leadership to write letter to (1) all MPs of Loksabha and Rajyasabha (2) Chief Executives of all political parties, requesting their intervention in settlement of the Charter of demands submitted to Government. Press Conferences may also be held at all state headquarters on the day of the massive rally in each state.
7. All India Conference of Confederation It is decided to hold the National Conference of the Confederation from 26th to 28th August 2016 (three days) at Chennai (Tamilnadu). All India Women’s Convention will also be held along with the National Conference at Chennai on 27.08.2016 (Half day).
The delegate fee for the AIC is fixed at Rs.1000/- per delegate. All delegates including National Secretariat members (CHQ office bearers) should pay the delegate fee. The delegate fee for women’s Convention is fixed as Rs. 400/- If any lady comrade want to attend three days conference also as visitor, they should pay delegate fee of Rs.1000/. Visitors will be permitted on paying Rs.1000/- as visitor fee. The state C-O-C of Tamilnadu may commence the preparatory work for successful conduct of the AIC immediately.
8. The number of delegates eligible to attend the Conference will be decided based on the quota received for the last three years i.e; from May 2013 to March 2016 (after the last AIC to 31.03.2016). All affiliated organizations and COCs are requested to clear their full quota before 31.03.2016.
9. It is decided that the actual membership of each Union shall be declared by the Chief Executive of the organisation in the following proforma and sent to Confederation CHQ on or before 29.02.2016. Based on that membership quota is to be remitted for three years. QUOTA: ONE RUPEE PER YEAR PER MEMBER. It is further decided to write off (waive) the accumulated quota dues of all affiliates upto the last National Conference as a onetime measure.
10. It is decided that all affiliated organizations should clear their full quota for three years before 31.03.2016 WITHPUT FAIL. The address of the Financial Secretary and Bank Account Number is given below:
